Kid Icarus: Uprising will not be launched along side the release of the 3DS. However, it will be released sometime this year. Nintendo 3DS Blog quotes,

Now, the launch window is any time between February 26th and June 9th, which is the last day of E3 2011. But that’s what makes a tentative release date listing from GameStop so interesting as it sets Kid Icarus: Uprising to be released on June 19th, which is a perfectly valid release date and oddly specific.

This means it is possible that we will be able to obtain Kid Icarus in the summer time. The site also notes that Star Fox 64 3D will be released sometime in October, which is another valid release date. If you want these games, you'd better save up your money until then!
